Together, they support a healthcare system in North-Western Syria, where years of ongoing conflict have devastated infrastructure and displaced millions. They needed a reliable way to pay frontline hospital employees quickly, securely, and cost-effectively.
Their answer: The Stellar Disbursement Platform (SDP), a blockchain-based solution purpose-built to simplify bulk payments in even the most complex environments. In less than six months, the organizations were able to use the SDP to distribute nearly €2 million in salaries at an estimated savings of approximately €400,000.00 annually – enough to fund an entire local health facility.
The Original Process
With little to no banking infrastructure in Northwestern Syria, most hospital employees were paid through a complex, cash-based process involving multiple intermediaries:

Salaries were often delayed by 3-4 months due to long processing times with Turkish Post, causing financial strain for employees.
Cross-border conversion and transaction fees averaged around 4%, but could vary significantly — occasionally even spiking to 7%.
Managing the cash-based payroll was time-consuming and resource-intensive, involving manual tracking and round trips that took up to 12 hours.
Disbursements were distributed via a gift card platform that required manual data entry by multiple parties, limiting efficiency and scalability.
Solution
To overcome these challenges, GIZ and UOSSM adopted the Stellar Disbursement Platform (SDP) in partnership with Digibank, a digital asset financial services provider. Impact and Expansion
The implementation of the Stellar Disbursement Platform (SDP) for payroll has transformed how workers are paid with significant business impact.
Switching to SDP saved over approximately 500 hours of administrative work and is estimated to have resulted in €400,000 in annual savings in fees – freeing up resources for critical health services.
Launched with just 30 employees in late 2024, the program now supports over 900 hospital workers, with nearly €2 million in salaries disbursed. These facilities serve 25% of Northwestern Syria’s population.

100% of surveyed employees said they wanted to continue with the blockchain-based system over the previous cash-based arrangement, and 100% were willing to advocate for the new system with their co-workers.
Salaries that once took up to 2-3 months to arrive were delivered on time, giving employees the stability they needed to plan and manage their finances with confidence.
